The Workers Compensation rate change submitted to and approved by The Wisconsin 
Office of the Commissioner of Insurance took effect October 1st of this year.  
The overall rate change was -10.5%. The decrease marked the ninth consecutive rate 
decrease for workers’ compensation in the State of Wisconsin.

The following section of this report is dedicated to the WCRB’s largest ever technological 
change currently underway. Normally, technological changes would not be included in a 
report to stakeholders, but because the system changes involve the WCRB’s core data 
processing and reporting system, I felt that insights regarding the change should be 
provided. 
In addition, this report also contains results from WCRI’s CompScope Study, wherein 
Wisconsin’s results are compared to 16 other states. A review of the select number of 
slides will show that while the medical expenditures per claim are higher than the other 
study states, indemnity, benefit delivery expenses and return-to-work results are lower
